The Lead Maintenance Program was created in 2004 by the Cleveland Lead Ordinance. The Lead Maintenance Certificate demonstrates that a property owner has taken preventative maintenance measures, received proper training, and follows city and state guidelines to ensure that a child will not be lead poisoned while residing in or visiting their property.

What properties are eligible for Lead Maintenance Certificates?
Residential properties and child care facilities built before 1978

What are the benefits of obtaining a Lead Maintenance Certificate?

  • Protect Children - following certificate guidelines reduces the chance that a property has lead-hazards which may poison a child
  • Legal Protection - adhering to all of the certificate requirements may provide a legal defense to property owners in case of a lawsuit
  • Save Money - taking a preventative approach to home maintenance is more economical than making required repairs by using a licensed lead abatement contractor after a child is poisoned
  • Property Feature - use the Lead Maintenance Certificate as a feature for prospective renters and buyers; as awareness about lead poisoning grows more people will actively seek properties that are lead-safe

The Lead Maintenance Certificate is valid for one year

What are the Lead Maintenance Certificate requirements?

  1. Complete a Essential Maintenance Practice Training class
  2. Fix all current lead hazards
  3. Inform tenants about lead hazards
  4. Pass an annual inspection
  5. Develop a maintenance plan
  6. Keep all maintenance records for a minimum of 3 years
